sorry  I knew that... I just forgot to edit it and accidentally made another post...
anywayzz... I really can't do that Rectangle Select Tool and my GIMP is GIMP 2...
no wonder the other features of your tutorial is not in my GIMP 2

sory! I haven't been online for such a long time! My laptop broke down and I had to use our family computer which is cumbersome coz' I have to download all the brushes again and everything. My parents are goin to buy me a new laptop! ~wheeeeee! Glad that old laptop broke! YAY!
neway, I'd be happy to help you with this one. What dya mean by you can't make it transparent. Did you mean you can't create a new transparent image? If yes then, follow me.
Click File > New.
You probably see Image Size with its options underneath it and Advanced Options without options underneath it. Click on the small arrow beside Advanced Options on the left. From there, you'll see the options. Hope you actually understands what I'm explaining b/c its a little confusing at first but its really easy actually!
PS: You can always get the latest version of The GIMP. They're always free! lol
