On some websites like ratri's piczo site, They have a border around the web page and it looks really cool. If any one knows how to do this please let me know. And Yun Zhen, Dont say they dont exist!! because they do! DUH!

Well, the hover background thingy was becuz it was called FIXED backgrounds and NOT HOVER backgrounds.
And this is all I can help you with:

It's a border but I don't think its the kind you are looking for. You can change the colour of anything
