I know most of the peoplez here have photoshop, while I have Paint Shop Pro. Though, this tutorial is for Paint Shop, I still wanna post it here!
In this tutorial, you can make your graphics smoother!
1. Open PSP and get a picture of someone. Here, I'm using a pic of Vanessa Anne Hudgens :
2. Then, go to Adjust > Add/Remove Noise > Edge Preserving Smooth and set the amount of smoothing to 30. Your result should look like this:
