Here's something cool

1. First open a new document of any size with a white
background. Then go to filter>texture>grain and and these
settings.

Intensity: 100
Contrast : 100
Grain Type: Vertical

2. Now go to filter>artistic>neon glow and add these
settings.

Glow size: 5
Glow brightness: 15
Glow color : any shade of green you like

3. go to filter>stylize>glowing edges and add these
settings.

Edge width: 1
Edge brightness: 6
Smoothness: 2

4. hold control(Ctrl)and hit U. Add these setting to the
box
that just popped up.

Hue: 120
Saturation: 100
Lightness: 0

5. go to filter>blur>motion blur and add these settings.

Angle: 90
Distance: 3px
